Disposition Authorities for Individual Classifications for Field Offices Case Files. Part D: Classification 6. Interstate Transportation of Strike Breakers.

The Bureau's authority to conduct investigations under this classification was established in June 1936 under the Interstate Transportation of Strke Breakers Act (18 USC 407a, later 18 USC 1231). Cases have been opened throughout the period 1936-80/ The law prohibited the transportation of people to be employed to interfere with peaceful picketing during labor controversies. Initially, such investigations required the approval of the Attorney General. In 1949, authority to open cases was delegated to the Director.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
